Background

King Faisal Hospital Rwanda Foundation (KFHRF) is a non-profit NGO dedicated to supporting the growth of Rwanda’s health sector. Through various programs, partnerships, and services at King Faisal Hospital and other hospitals across the country, the Foundation strives to enhance specialized medical care, facilitate clinical research, promote education and capacity building, and advance social welfare initiatives.

King Faisal Hospital Rwanda (KFHR) is a 167-bed hospital built in 1991 and provides quaternary-level services to the entire nation of Rwanda. At the current, hospital services are at 80-90% capacity and in some cases, such as maternity, over 100% capacity. As such, it is currently undergoing plans to expand to 600 beds with appropriate adjustments made also to diagnostic and support services to serve the community over a 30-plus year horizon.

King Faisal Hospital Rwanda Foundation is therefore seeking applications from qualified individuals for the position of full-timeHospital accreditation and compliance consultant to ensure that hospital expansion project meet all relevant accreditation standards, regulatory requirements, adhere to healthcare industry standards generally, compliance obligations maintain high-quality patient care of King Faisal Hospital Rwanda for the hospital Expansion to add more 600 beds.

Detailed Key Performance Indicators and Terms of Reference will be provided to the selected candidate.

Key Responsibilities:

  1. Accreditation Standards: Ensure that the ongoing design meet with the accreditation standards applicable to healthcare facilities in the region or country where King Faisal Hospital is located. Lead the hospital through the accreditation process, ensuring compliance with standards set by accrediting bodies or other relevant organizations.
  2. Regulatory Compliance: Stay up-to-date with all relevant healthcare regulations, laws, and guidelines governing hospital construction and operation in the jurisdiction where King Faisal Hospital is located. Ensure that the expansion project adheres to these regulations to obtain necessary approvals and licenses.
  3. Gap Analysis: Conduct a comprehensive gap analysis to identify any areas where the existing hospital infrastructure, policies, procedures, and practices may fall short of accreditation standards or regulatory requirements. Develop action plans to address these gaps during the expansion project.
  4. Consultation and Advisory: Provide expert consultation and advisory services to the project team, architects, engineers, contractors, and hospital management regarding accreditation and compliance issues throughout the planning, design, and construction phases of the expansion project.
  5. Documentation and Record-Keeping: Assist in developing and maintaining accurate documentation related to accreditation and compliance efforts, including policies, procedures, protocols, permits, licenses, certifications, and inspection reports. Ensure that all documentation is organized and readily accessible for audits and inspections.
  6. Training and Education: Develop and deliver training programs and educational sessions for hospital staff and stakeholders involved in the expansion project to ensure awareness and understanding of accreditation standards, regulatory requirements, and compliance obligations.
  7. Quality Improvement Initiatives: Collaborate with hospital leadership to implement quality improvement initiatives aimed at enhancing patient safety, clinical outcomes, and operational efficiency in alignment with accreditation standards and regulatory requirements.
  8. Risk Management: Identify potential risks and compliance issues associated with the expansion project and develop strategies to mitigate these risks effectively. Monitor and evaluate compliance-related risks throughout the project lifecycle and take corrective actions as necessary.
  9. Continuous Monitoring and Evaluation: Establish processes for ongoing monitoring, evaluation, and performance measurement to ensure that accreditation standards and compliance requirements are maintained post-expansion. Conduct regular audits and assessments to identify opportunities for improvement.
  10. External Liaison: Serve as a liaison between King Faisal Hospital and accrediting bodies, regulatory agencies, government authorities, and other external stakeholders involved in accreditation and compliance matters. Facilitate site visits, inspections, and audits as required.

Qualifications:

  • Bachelor or master’s degree in healthcare administration, medicine, nursing, Public Health or related field.
  • Proven experience of minimum 20 years in managing accreditation processes and ensuring compliance in a healthcare setting, preferably in a hospital environment.
  • Certification in healthcare compliance: Certified Professional in Healthcare Quality (CPHQ), Certified Joint Commission Professional (CJCP), or Certified Professional In-Patient Safety (CPPS)
  • Extensive knowledge of healthcare regulations and accreditation standards, including TJC, HFAP, and CMS Conditions of Participation.
  • Strong analytical skills with the ability to interpret complex regulatory requirements and develop actionable recommendations.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Detail-oriented and organized, with a commitment to maintaining high standards of quality and compliance.

Assessment

Qualified applicants will be evaluated through a competency-based interview and/or other assessment methods.
