MONITORING AND EVALUATION OFFICER

FEED THE FUTURE RWANDA BONEZA UBUCURUZI (TRADE FACILITATION) ACTIVITY

Background: The United States Agency for International Development (USAID)’s Feed the Future Rwanda Boneza Ubucuruzi Activity (RBUA) is a four-year initiative that aims to improve the country’s trade environment. The primary objectives of the Activity include identifying and eliminating Non-Tariff Barriers (NTBs) to trade and strengthening the soft infrastructure that underpins trade, enhancing transparency and efficiency in trade regulation. The Feed the Future RBUA, is implemented by International Business Initiatives (IBI), a URC Company.

To achieve the goals of this Activity, IBI will partner with the Government through the Ministry of Trade & Industry (MINICOM), Rwanda Revenue Authority (RRA) and other key government Agencies involved in clearance of goods process to improve the systems and ensure the reduced NTBs to trade, and enhanced digitization of trade processes.

Position Objective: The M&E Officer will be responsible for monitoring, evaluation, collaboration, learning and adaptation activities related to major project deliverables and results. The M&E Officer will guide the development and implementation of results-focused RBUA work plans, quarterly and annual reports, in accordance with USAID standards and requirements. The position will ensure that the RBUA has established tools, methods, and processes for collecting, storing, and analyzing data to enable evidence-based decisions, reporting, and learning. The position will support project efforts to build the Monitoring, Evaluation, and Learning (MEL) capacity of RBUA stakeholders as needed.

Position Location: Kigali, Rwanda

Reporting: The M&E Officer reports to the Chief of Party. Additional direction may be given by the IBI Home Office Project Manager or his/her designee.

Key responsibilities:

  • Provide technical expertise for the RBUA M&E and Project Collaboration, Learning and Adaptation (CLA) functions.
  • Monitor and report on the progress against each activity in compliance with the Project’s approved Rwanda Boneza Ubucuruzi Activity MEL Plan.
  • Design, develop and implement RBUA’s M&E System for timely collection, analysis, and quantitative and qualitative reporting against performance indicators for use in key project meetings, external events, and quarterly and annual reports developed by the project or the client in their own systems (DIS, PITT tables, etc.).
  • Provide technical expertise and support to the Objective leads in the design and implementation of research studies and evaluations.
  • Plan and implement data quality assessments for each indicator to ensure validity, reliability, timeliness, accuracy, and completeness.
  • Ensure systems to safeguard the collection and management of program data are implemented and maintained.
  • Develop the capacity of the RBUA team members and stakeholders to understand their roles and responsibilities in implementing the MEL Plan.
  • Support the creation of learning products that capture lessons learned, best practices, and success stories for internal and external dissemination.
  • Liaise with the Client (USAID) MEL expert to carry out MEL and CLA in accordance with the objectives of the Mission.

Key requirements

  • Master’s degree with 3 or more years of experience in the development and implementation of M&E systems for international development programs.
  • Experience developing and implementing MEL plans for USAID projects and Activities would be an added advantage.
  • Experience in conducting data quality assessments.
  • Experience in designing and implementing a variety of data collection methodologies and tools for use in performance monitoring and evaluation.
  • Experience facilitating workshops and learning events.
  • Excellent writing and organizational skills and experience preparing well-researched reports.
  • Proficiency in database management and data analysis.
  • Demonstrated ability to synthesize information and write effectively in English.
  • Understanding of Rwanda’s trade environment especially in the area of trade policy and facilitation.
  • Excellent writing and verbal communication skills in English are required.
  • Experience in working collaboratively with diverse teams and partners to achieve planned goals.
