- Background and rationale of the assignment
In the context of the EU-funded project “Social Dialogue 4 Sustainable Development (SD4SD): Promoting Effective Social Dialogue, Strengthening Social Protection and Enforcing the National and International Labor Standards in Rwanda”, The Friedrich-Ebert-Stiftung (FES) jointly with “Congrès du Travail et de la Fraternité (COTRAF -Rwanda)” are implementing this project to foster social protection, social dialogue, minimum living wages and the respect of national and international labor norms in three sectors: mining, tea and education.
Although achieving SDGs is part of Rwanda`s policy, few employees and employers are aware of the objectives. To increase awareness, a comic book on SDG 8 composed by 8 chapters was developed and published by FES Rwanda in 2020.
To make the content more accessible and easy to understand, 1 video for each chapter and a series of 8 short video clips ( 30 seconds max) will be produced because audiovisual material is more consumed online and usually reaches much wider audiences than written materials. Therefore, the Friedrich-Ebert-Stiftung (FES-Rwanda) is looking for a video producer expert who will produce video of the existing comic book and short video clips (30 Seconds) which will be disseminated on Socia Media and the Cotraf-Rwanda website.
The purpose of the consultancy service
The overall purpose of this consultancy service is to produce video from the existing comic book as well as 8 short animated video clips in clear, concise and innovative form which will help many project stakeholders who do not always take the time to process the voluminous documents. The videos focus on the main messages of the existing comic book.
- Key deliverables
- Produce a video of the existing comic book . “ 8 WACU” with subtitles in English considering that 8 WACU has its translation in English.
- Produce 8 short video clips with the main messages of the comic book in Kinyarwanda with subtle in English
- Reporting arrangements (Supervision and Collaboration)
The consultant will report to FES Rwanda and work closely with the project team
- Time Schedule
The assignment is expected to be completed within a maximum of 10 working days from date of commencement. The consultant will provide a detailed time schedule for the task and delivery of the outputs. The schedule will be agreed upon by the two parties (Consultant and FES Rwanda)
- Qualifications of the Consultant
- Demonstrated competency with developing and producing video animations and infographics
- Advanced University degree in video production, film making, cinematography, editing, sound design or any related degree.
- Minimum of 3 years of relevant experience is required.
- Excellent written and spoken English and Kinyarwanda is required
- Three examples of past video productions directly designed and produced is required
- Expert’ s knowledge of social protection and social dialogue, trade union movement in Rwanda, labor rights, and the legal framework on labor matters is an added value
- Knowledge on the national and international labor standards is an added value
- Knowledge and exposure to ILO core labor standards and sustainable development goal (SDG8) is an asset.

Background and rationale of the assignment

To have clear and concise information dealing with the project issues in an innovative method explaining the concrete advantages that better social protection and effective social dialogue for workers, employers, and government, the Friedrich-Ebert-Stiftung (FES-Rwanda) is looking for a video producer expert who will produce 5 short videos clips (30-45 Seconds) with clear and concise information as a result of different consultations of local and national level decision-makers, employers, district council representatives, representatives of public institutions and young professionals ( TG 4-7) of the project target groups and the literature review around the above-mentioned themes

Key deliverables
- Produce 5 short videos on the advantage of social protection, effective social dialogue, collective bargaining agreement , minimum wage, and compliance with national and international labor standards for both employers and government. The videos must be in Kinyarwanda with subtitles in English
- Conduct consultation meetings with national-level decision-makers, employer representatives, representatives of public institutions, and young professionals following the guidance of FES Rwanda.
Reporting arrangements (Supervision and Collaboration)
The consultant will report to FES Rwanda and work closely with the project team
