TERMS OF REFERENCE

1. Background

The Commons ProjectFoundation, Africa (TCP Africa) is a regional initiative based in Kigali and operating across Africa, aiming to advance a person-centered model of healthcare by digitizing health records, empowering individuals to securely manage and share their data, and collaborating with partners such as Africa CDC and the Mastercard Foundation to expand access, improve outcomes, and create digital health jobs.

The KoraLink Program is a bold initiative designed to harness the tech-savvy energy of young people in Africa and revolutionize health in their communities. The program seeks to support and inspire a movement of young changemakers to serve as digital agents who sell health products and other services to their communities. Using digital innovation and enterprising spirit, the program places young people at the heart of health transformation, building a future-ready workforce committed to inclusive, equitable and sustainable health systems.

The program targets financially disadvantaged young people aged 18–35, particularly women, residing in rural and urban areas, who are often without full-time employment, with strong community ties, a high school or higher education, eager to acquire entrepreneurial digital skills, and are ready to work as sales agents to expand access to essential products and services, and transform health access and outcomes across Rwanda.

The KoraLink Program uses a mobile app and web-based platform through which Agent’s order and sell health products and services, manage their businesses, and interact with learning materials. The KoraLink marketplace serves as the primary tool for Agents to order and track inventory, process sales, and access training content. The e-learning materials produced under this engagement will be hosted on the platform and distributed to Agents via the app, the KoraLink website, WhatsApp channels, and other relevant program platforms to support continuous, self-paced learning.

TCP Africa’s Learning Management and Instruction Design interventions ensure that KoraLink Agents learn through consistently branded digital products, and amplifying programme impact through compelling, learning-consistent content via the E-Learning platform. The Brand Design and Communications workstream leads programme documentation, visual

storytelling, and public-facing content across digital and print channels. The KoraLink Program is looking to produce high-quality graphic design, video, illustration, and animation markedly improved Agent learning engagement, while growing field documentation and communications demands require dedicated multimedia production capacity. To meet both needs, TCP Africa will retain a creative production company for a 12-month period with a possibility of extension based on past performance and budget availability.

2. Objectives

TCP Africa seeks to engage a creative production company on a retainer basis to provide integrated creative production services supporting both KoraLink e-learning content and programme documentation and communications. The selected company will:

  • Produce high-quality illustrations, animations, and motion graphics to enhance the e-learning experience and engagement of KoraLink Agent digital content.
  • Document field-based learning and success stories of KoraLink Agents, supervisors, community members, and other programme activities across Rwanda.
  • Cover programme events, partner engagements, stakeholder convenings, and milestones.
  • Produce compelling visual content for reporting, digital communications, social media, and public relations.
  • Support ad hoc creative production needs as they arise during the contract period.

This is a retainer-based engagement. Services will be requested and deployed on an as-needed basis and only work formally requested and completed will be compensated.

3. Scope of Work

TCP Africa intends to procure the following two lots under this RFP:

  • Lot 1: E-learning Illustrative Design and Animation
  • Lot 2: Field Documentation, Event Coverage, and Post-Production

Bidders may submit a proposal for either one lot or for both lots, depending on their capacity and interest.

Lot 1: E-learning Illustrative Design and Animation

Under the direction of the Learning Management & Instructional Design team:

Design and Layout (Static + Motion)

  • Produce visually engaging static and motion graphics for KoraLink Agent learning modules, including website banners, presentations, and knowledge products as needed.
  • Ensure all assets align with KoraLink branding and accessibility guidelines.

Infographics and Illustrations

  • Develop clear and engaging infographics, data visualizations, and illustrations to simplify complex information and support digital entrepreneurship skills for KoraLink Agents, ensuring compatibility with the e-learning platform.

Animated Content

  • Conceptualize, storyboard, and produce short animated videos, GIFs, and motion graphics that enhance learning modules, drive youth engagement, and spark curiosity to explore KoraLink learning products.
  • Transform existing static visuals into dynamic animations, incorporating appropriate sound effects and music to maximize impact, while ensuring all materials are copyright-free or

Creative Collaboration

  • Work closely with the Learning Management & Instructional Design team, Brand Design and Communications team, and other program teams to generate innovative creative productions to showcase KoraLink’s interventions

and results.

Continuous Consultation

  • Provide ongoing design consultation as learning content needs evolve, including guidance on visual trends and animation techniques relevant to the KoraLink E-Learning platform.

Iterative Feedback and Revisions

  • Incorporate stakeholder feedback promptly and provide timely revisions or modifications as required.

Lot 2: Field Documentation, Event Coverage, and Post-Production

Ensure accessibility across all learning and communications materials.

  • Support the integration of sign language interpretation and other accessibility features across creative outputs to promote inclusivity.

5. Areas of Operation

TCP Africa’s offices are located in Kigali. KoraLink program activities take place across up to 30 districts nationwide in Rwanda. The selected company must be able to deploy to field locations across the country as required, including rural and remote areas.

6. Duration of the Work

This is a retainer-based engagement for all assignments: services will be requested and deployed on needed basis, and only work formally requested and completed will be compensated.

7. Institutional Arrangement

  • Lot 1: The selected company will report directly to the Learning Management & Instructional Design Lead.
  • Lot 2: The selected company will report to the Brand Design and Communications Lead.
  • The selected company will submit a report after every deliverable, to be reviewed by the relevant supervisor and approved by TCP Africa relevant individuals.
  • The selected company will be expected to liaise, collaborate, and coordinate with team members from partners such as SFH, the ICT Chamber, and any other partner of TCP Africa.
  • The selected company will be expected to use its own equipment and software to deliver the above.
  • The selected company will be expected to be available at TCP Africa offices as required, with frequency determined by the scope of work and supervision needs.

8. Required Expertise and Experience

Company Requirements:

  • A minimum of 3 years of demonstrated experience providing creative production services, preferably with international organizations, NGOs, or development-sector programmes.

Experience

  • Core team members must demonstrate experience ingraphic design, animation, visual communication, multimedia production, or related fields.
  • Proficiency in graphic design software (e.g., Adobe Photoshop, Illustrator), animation tools (e.g., After Effects, Blender), and video/audio production tools (e.g., Premiere Pro, DaVinci Resolve, Lightroom).
  • Creative flair with the ability to conceptualize and execute visually appealing designs and animations for e-learning platforms, including multimedia content.
  • Proven ability to produce high-quality photo and video content in field settings with limited infrastructure.
  • Experience documenting human-interest stories, participant profiles, and community-level programme activities.
  • Excellent communication skills and the ability to collaborate effectively with TCP Africa project teams and partner staff.
  • Attention to detail and a commitment to delivering high-quality work within tight deadlines while adhering to learning content and brand guidelines.
  • Ability to manage multiple projects and deadlines simultaneously and adapt to changing priorities.

Language Skills:

  • Fluency in written and spoken English and Kinyarwanda.
  • French language capability is an advantage.

Accessibility Competence:

  • Experience integrating sign language interpretation and other accessibility features into digital and learning content is an advantage.

9. Technical and Functional Skills

  • Demonstrated expertise in visual content creation, including illustrative design, graphic design, motion graphics, and animation.
  • Proficiency in design and post-production tools, including illustration, layout design, video editing, motion graphics, and audio mixing.
  • Experience in developing content across formats optimized for social media, web, e-learning platforms, and broadcast.
  • Ability to translate complex ideas into clear visual narratives through infographics, illustrations, and animated content.
  • Familiarity with videography, photography, and audio recording using professional-grade equipment is an advantage.
  • Inclusive translation content for persons with disabilities (sign language)

10. Proposal Requirements

Technical Proposal

The technical proposal should include:

  • Company profile and overview of capabilities, with at least three (3) professional references from relevant clients.
  • CVs and portfolios of key personnel who will be assigned to this engagement.
  • Portfolio of previous work: links to videos, photo galleries, animations, graphic design samples, and other relevant productions.
  • Financial proposal with a clear cost breakdown including daily and/or project-based rates in Rwandan Francs (RWF) covering crew rates, daily, and half day rates, logistics (transportation and accommodation) per district for field assignments, and post-production rates, and any other relevant rates.

Rates should be presented per service type.

11. Selection Criteria

Proposals will be evaluated using a cumulative analysis model. Only proposals that are responsive, compliant, and complete will be evaluated. Proposal weights are:

12. Intellectual Property and Usage Rights

All content produced under this engagement — including raw footage, edited files, photographs, graphics, animations, and any derivative works — shall be the exclusive property of the KoraLink Program and its affiliated partners. The selected company may not use, publish, or share any content produced under this contract without prior written authorization from TCP Africa.

13. Confidentiality and Participant Consent

The selected company must adhere to TCP Africa’s participant consent and data protection protocols. All photography, videography, and visual content involving programparticipants must be conducted with informed consent, provided by the programin the assignment brief. The company must handle all materials, participant information, and program

data with strict confidentiality.

The selection will be based on technical competence, understanding of the assignment, proposed methodology, relevant experience, and cost-effectiveness.
